Every committee appointed by the appropriate Government under clause (a) of sub-section (1) shall consist of persons—

8(b)(2)(a) representing employers;

8(b)(2)(b) representing employees which shall be equal in number of the members specified in clause (a); and

8(b)(2)(c) independent persons, not exceeding one-third of the total members of the committee.
